One person who got the contract will pass on the next person while taking the commission and later that person would pass to other persons taking commissions for himself too. this continue to happen until the portion is too small to pass on, just get someone to do the job... The Govt issues out a tender and "someone" they know gets the job. The job is for RM50,000. He then passes job to someone to do for RM20,000 who then passes it on to another for RM5000. He then passes it on for RM500 who then passes it on to the final Bangla contractor to do for RM100. Somehow the GOV became GOY. To foreigners why fuss over V or Y,..... looks the same. It could have been worst. It could have become GOD or BOY or GAY. Hey what do you expect for RM100? Oh about the QC, I can confirm that it has gone thru the QC already. Lagi worst without the QC.
